In HPM there are events like the oriental crisis, which pretty reliably will always resolve with the historical outcome (Ottomans gain the Egyptian levant, etc). HFM chains even more things to events. More event chains doesn't change that, and most of HFMs new event stuff is either tied to decisions or events with dynamic conditions that dont always have to happen every game. I'd honestly say HPM. In my experience HPM is a lot more open. While HFM has alt-history events, if you force a nation off one of its scripted paths things tend to fall apart. Also, HFM is significantly more railroaded than HPM. The scramble for africa is almost completely railroaded as of now in HFM, which for me kind of ruins the fun of it.This might be a unpopular opinion, but I also find that a lot of the additions are kind of unnecessary and detract from the game.

Does the middle east (as of the next update) and germany really need 20 more cultures and minors that all play the same and are 99% guaranteed to be absorbed by prussia and persia anyways?Thats not to say I think HFM is a bad mod, I think it's well designed. Its just a matter of personal preference, so play both and use the one you like most.
